THE URBAN AND RURAL AGENDA OF ARTEIXO (AURA)
The Urban and Rural Agenda is a collaborative process involving both public and private entities within a municipality. Its central purpose is to foster equitable, fair, and sustainable development in the urban environment. This initiative seeks to ensure that local development policies are aligned with the principles and objectives established by the 2030 Agenda, the United Nations’ New Urban Agenda, and the guidelines set by the European and Spanish Urban Agendas. It is therefore important that Arteixo has an Urban and Rural Agenda.
Arteixo
The Urban and Rural Agenda of Arteixo aims to integrate the Sustainable Development Goals into urban design, as well as address the various urban development challenges facing Arteixo. In this regard, we collaborate closely with diverse stakeholders in Arteixo society to promote the strategic projects identified in the initial stages.
This participation is essential within the framework of the Urban and Rural Agenda, as it contributes to building a shared vision of Arteixo and moving towards a more sustainable future.
The Urban and Rural Agenda of Arteixo acts as a key driver to achieve the Sustainable Development Goals and catalyze the transformation of the city through the implementation of projects that address urban challenges until 2030.
PHASES
The urban and rural planning of Arteixo has gone through a five-stage process, following the methodological guidelines established by the Spanish Urban Agenda.
Urban Diagnosis
The challenges and requirements of Arteixo are determined through the analysis of descriptive and statistical data, as well as the plans already established by the municipality. This result forms the initial document that marks the beginning of the process.
Strategic Framework
The Strategic Objectives proposed by the Spanish Urban Agenda are used to establish the priority challenges and goals of Arteixo, thus laying the foundations for the development and transformation of the city in the 2030 horizon.
Plan of action
The projects or actions planned up to 2030 are recorded, detailing their level of development, their temporal evolution and their degree of completion, with the purpose of facilitating their execution in the short, medium and long term.
This dynamic and adjustable Plan represents the local guide to direct urban and rural organization, ensuring the acquisition of funding from other administrations in pursuit of its implementation.
Tracking System
The Strategic Objectives proposed by the Spanish Urban Agenda are used to establish the priority challenges and goals of Arteixo, thus laying the foundations for the development and transformation of the city in the 2030 horizon.
URBAN AND RURAL AGENDA OF ARTEIXO (AURA)
IAP – INTEGRATED ACTION PLAN “Arteixo in positive”
In this context, the City Council has developed the Integrated Action Plan for Arteixo, a plan that has been developed considering the framework of its AURA and the territorial governance model.
The IAP “Arteixo en positivo” aims to promote sustainable and integrated development, from a triple perspective:
- improve the physical and environmental dimension,
- improve the economic dimension and competitiveness,
- improve the social dimension of these territories.
The IAP “Arteixo en positivo” was unanimously approved by the Plenary of the municipal corporation on February 27, 2025.

The Urban and Rural Agenda of Arteixo focuses on a shared vision for the municipality’s future, actively involving the community in the creation of its strategic document. This approach seeks external participation, integrating diverse social, economic, and institutional sectors to reflect together on the sustainable development of Arteixo in the future.
To this end, the participation of society, the economy and local institutions has been promoted to collectively reflect on the sustainable future of Arteixo.
The participatory, transparent and open process has been an integral part of the development of the Urban and Rural Agenda of Arteixo, allowing participants to contribute their ideas to the Action Plan of this Urban and Rural Agenda.
