PUBLIC PURCHASE OF INNOVATION (PPI)
Public procurement of innovation is a contracting method that allows public administrations to acquire innovative solutions that are not yet available on the market or that require adaptation. This tool not only improves the efficiency of public services but also boosts the local innovation ecosystem, encouraging the participation of startups, SMEs, and technology centers.
Arteixo actively participates in the European Procure Innovation EU program, which trains public buyers in the adoption of innovative procurement processes. Thanks to this training, Arteixo is developing advanced technical skills to apply public procurement innovation in strategic projects linked to the Urban Agenda.

PRELIMINARY MARKET CONSULTATION – ARTEIXIA PROJECT
As part of the Public Procurement of Innovation (PPI) process, the Arteixo City Council has launched a Preliminary Market Consultation (PMC) to identify innovative technological solutions that can address the challenges defined within the framework of the ArteixIA project, linked to the local Urban Agenda. This initiative seeks to promote the participation of economic operators active in the market, in order to gain sufficient knowledge about existing capabilities and better define the technical and functional specifications of future contracts.
This Public Procurement Consultation (PPC) was developed in accordance with Article 115 of Law 9/2017, on Public Sector Contracts, and aligns with the principles and objectives of the FID (Promotion of Innovation from Demand) line of the Ministry of Science, Innovation and Universities. This line is the instrument that provides financial support for Public Procurement of Innovation (PPI) projects, co-financed by the European Regional Development Fund (ERDF), within the framework of the Spanish Multiregional Program 2021–2027. The development of this PPC has allowed for gauging market interest, exploring methodological approaches and innovative technological solutions, assessing the maturity of proposals in relation to municipal objectives, and strengthening the foundations for ambitious and transformative public procurement. The contributions received were analyzed using technical, strategic, and impact criteria, and will directly contribute to defining the future procurement file within the framework of the FID line.
PMC OBJECTIVES
The purpose of the CPM is to: Gather innovative proposals that address the challenges described in Annex I. Obtain technical and functional information to design a tender tailored to market realities. Promote public-private collaboration in the development of smart urban solutions.
PROJECT CHALLENGES (ANNEX I)
The challenges defined by the Arteixo City Council focus on improving urban management through technological solutions that address the challenges of sustainability, energy efficiency, mobility, citizen participation, and the digitalization of services. These challenges are outlined in Annex I of the official call for proposals.
CONDITIONS FOR PARTICIPATION (ANNEX II AND III)
Interested entities were required to submit their proposals by email to ope@arteixo.org, using the official templates.
- Annex II: Structured response form, with character limits and focus on key aspects.
- Annex III: Declaration signed by a representative of the entity. Only proposals submitted through this channel and following the indicated templates were accepted. Responses that did not meet these requirements were not considered. Each entity could submit several proposals for different challenges, using distinct acronyms, as well as successive versions of the same proposal, where each new version completely replaced the previous one.

CONCLUSIONS REPORT
Following the evaluation of the proposals received, a report was prepared that includes: the participating entities; the proposed solutions; the technical analysis performed; and recommendations for a future tender based on Public Procurement of Innovative Technologies (PPIT). This report forms the basis for defining the contract that will be tendered soon, aligned with the strategic objectives of the ArteixIA project.

Proposals could be submitted in Spanish or English, according to the preference of the participating entity.
NEXT TENDER PLANNED
The results of this competitive bidding process will inform a future tender based on Public Procurement of Innovative Technologies (CPTI), aimed at addressing the challenges defined in the ArteixIA project. The contract will focus on acquiring innovative solutions that respond to the municipality’s strategic urban challenges.
